Russians have bad safety everywhere. Say, car crashes (involving imported foreign cars) happen too often there too. The answer is they don't give a fuck about anything including safety measures, nothing really to do with purpotedly bad planes' designs. There are many Russian planes everywhere in the world yet most of them crash in Russia.
