If there is a spark from the tazer itself it means that the circuit is not fully connecting through the person and they are only feeling a fraction of the electricity. If the connectors are not divided both above and below the waist it does not result in NMI (neuromuscular incapacitation) which is the most painful part of the being tazered. Its what cause spasms and convulsions. What what seen here is merely a sting like a stun gun and in incomplete one at that. It really wasn't that bad.
