The insurance company I imagine. Losing and replacing a 15 year old 767 is a lot more desirable from the company's point of view than losing 230 passengers and crew. Checking the breakers was apparently not part of the checklist that the pilots had. The location of the breaker is not well placed and could have been overlooked or as I said earlier it may have opened as a result of the nature of the landing. BTW I've flown as a passenger on that very aircraft (the Poznan).

After landing it was discovered that the circuit breaker allowing emergency lowering of landing gear was open. Had the flight crew noticed that, a normal landing might have been achieved. What's not known is when the CB opened. Regardless, kiss that aircraft goodbye, it'll never fly again.
