yeah, this was in a volume of negima, (probably volume 7ish) and it was a side arc, so its probably just a plotless ova or something. strange that its in the style of negima!? when it was in the original manga :D

All the spells cast and chanted in Negima! are in Latin, same as Harry Potter. Theoretically, Negi could use the same spells as Harry, if he wanted to. There's als a reference in an official Manga translation, I forget which one, in which Negi is explaining his ability to fly via his wand/staff to Asuna, and says "Please, no Quiddich jokes"
